HALLORAN: You've been referred. I understand you're bringing a document.
CLIENT: A report. From a department of my government that does not appear on any organizational chart. I am not going to name it and you are not going to write it down.
HALLORAN: Understood. Tell me what the report describes.
CLIENT: A pattern. Individuals embedded in certain socio-political structures — institutions, regulatory bodies, professional associations, standards committees — begin, without apparent cause, to introduce rule changes. The changes are arbitrary in content but not in direction. They always increase the complexity of the system they govern. Always. We have not observed a single counter-example.
HALLORAN: Complexity meaning—
CLIENT: Procedural steps. Forms. Exceptions. Sub-categories. Review stages. Approval chains. The kind of accretion that everyone inside the institution will describe, if asked, as "necessary" or "long overdue." If you attempt to simplify, to reduce, to consolidate — the proposal does not fail. It is not rejected. It is simply not seen. Meetings move past the agenda item. Memos are misfiled. The individual raising the point finds themselves discussing something else.
HALLORAN: Institutional blindness.
CLIENT: That is the term in the report, yes.
HALLORAN: And observation of the phenomenon itself?
CLIENT: Cannot be conducted through official channels. Any attempt to investigate, to describe, to convene a working group, to footnote it in an unrelated paper — rejected. When rejection is insufficient, rules are implemented prospectively to prevent disclosure. The rules themselves become part of the accretion. The mechanism is, in that sense, self-reinforcing.
HALLORAN: Why is your government able to study it at all?
CLIENT: The working hypothesis is that we are less affected. The department believes this is related to the legal ambiguity of our status — we are not, formally, the kind of thing the phenomenon recognizes — and to cultural distance from the constructs where the effect is most pronounced. I want to be clear that this is a hypothesis. The department does not claim to understand the mechanism. They claim only to have mapped its distribution.
HALLORAN: You said "mapped."
CLIENT: The report catalogues which constructs on the island show the signature and which do not. The department has also found that small, deliberate, locally-authored rule changes — introduced carefully — cause the effect to drop off. In the structure where the change is made. So far this has only been demonstrated domestically. It has not been replicated anywhere else.
HALLORAN: Has anyone tried to replicate it anywhere else?
CLIENT: Yes. That is the other reason I am here.
CLIENT: The department attempted, through appropriate back-channels, to bring the findings to the attention of Western governments and allied institutions. Briefings were offered. None were accepted. Not declined — not accepted. The offers appear not to have been received, or to have been received and forgotten within the same working day.

CLIENT: Approaches to three major Western outlets. Two reporters expressed initial interest and then, without explanation, stopped responding. The third filed a short piece that was not published; the editor has no memory of assigning it. A subsequent mass mailing to approximately four hundred academic and journalistic addresses was prepared and sent. Delivery confirmations returned for fewer than twenty. Of those twenty, none have since acknowledged receipt when contacted directly.
HALLORAN: Emails disappearing in transit.
CLIENT: That is one way to describe it. I would not describe it that way in writing.
HALLORAN: You said a company was engaged.
CLIENT: A private investigative firm based in the United States. Contracted through an intermediary to conduct an independent assessment — not of the phenomenon, which we judged too sensitive, but of a narrower question regarding regulatory drift in a specific federal agency. Their offices were raided eleven days into the engagement. The staff were arrested. The charges, as we understand them, are unrelated to the work they were doing for us.
